DBE Program Overview
Pursuant to 49 CFR Part 26, it is the policy of the Collier Area Transit (CAT) that disadvantaged business enterprises (businesses owned by women and minorities) as defined by U.S. Department of Transportation regulation 49 CFR Part 26 hall have a fair opportunity to compete for and participate on CAT contracts and subcontracts.
CAT Program Plan DBE Directory
The Collier County Board of County Commissioners (BCC) does not certify DBEs, but rather uses the list of DBEs identified in the Florida Department of Transportation (FDOT) Uniform Certification Program (UCP) Directory. The BCC utilizes the FDOT website DBE Directory. The directory lists the firm’s name, contact person, address, phone number, and the type of work the firm has been certified to perform as a DBE., which provides information regarding available DBE’s in all or nearly all construction trades, as well as providers of all types of goods and services. DBE Certification
If you are a small, minority or woman-owned business, you are especially encouraged to participate in our business opportunities. The local certifying agency in the southwest Florida area is the Lee County Port Authority located at the Southwest Florida International Airport. The BCC will use the DBE directory administered by the Florida Department of Transportation and listed on the UCP (Unified DBE Certification Program) website to verify if a firm is DBE certified by the Florida UCP. The Florida UCP certifies DBEs in accordance to the Federal Regulations. An Annual Meeting of the Florida UCP is scheduled for all members to attend and discuss any issues or needed changes to the UCP Program.

DBE Goal
Collier Area Transit (CAT), as a grantee of both the Department of Transportation and the Federal Transit Administration, is in the triennial process of establishing its goal for its DBE program. The final goal will be in effect for the next three years (Fiscal years 2023/2024/2025).
Collier Area Transit’s current Disadvantaged Business Enterprise (DBE) goal for applicable professional, consulting, construction, and procurement contracts during Fiscal Years 2023/2024/2025, beginning October 1, 2022, and ending September 30, 2025. The overall total DBE goal being proposed will be 2.03%. The Race/Gender-Neutral and Race/Gender-Conscious Split will consist of 100% of the goal being met utilizing Race/Gender-Neutral methodology.
